I think Tabula Rosa sounds pretty close to what you described. Never played it, but I know you use 3 characters in a party that you all controll, kind of like a conventional RPG put online. Not sure how interaction with other players and spawns work, but it might be worth a look to check it out.

Just scoped it out on Wikipedia. Looks good but I'm not a fan of monthly fees. Can't wait for the GW model to catch on a bit more.
